Define your proposal if it is for public or private. if it is for public the budget should came from the government, if it is for private the budget should come from the private proponent.

panu po kung ako lng po ang ngcreate .. pwede po ba na parang ipapa-fund ko po yun sa government? or kung private po panu ko po hahanapan ng fund? thanks

initially you cannot do any proposal without a particular lot,,and the lot itself will define if it is ownedby a private individual or by a govenment. so then the owber of the lot will be your proponent which can give you an insight from whom the funding will came from...
