walang filter yan sir...try higher value of Aperture , this will create a star effect lighting especially kung may mga lamp post.. and a lower shutter speed will give you a nice color saturation..(observation ko lang po ito sir)

Re: NIGHT SHOTS & LOW LIGHT
I want to join, here are a few fun shots I made. Using just a powershot camera. Exposures range from 2 seconds to 15 seconds wiht iso settings no higher than 100. Aperture most of the time set to 2.8 (max setting). Of course since this is a photo I did not edit it except for cropping the image to allow better composition
Cheers guys very good photos here

medyo out of focus bro. try using the smallest aperture possible (f11-f22), focus to infinity, then adjust the shutterspeed accordingly based on your TTL meter, use the lowest ISO possible (50-100). try shooting at the time when the sun just dipped into the horizon (a majestic blue or crimson sky rather than totally black), don't forget to use a stable tripod, remote shutter control or with a timer, mirror lock up mode (to avoid shake), if your lens have VR set it to off. settings aside, compositionally it would be best to position your horizon at one thirds then your main subject off-centered or at one thirds.
