How on earth are you going to get blurred reflections and a sharp as a teeth refraction? If you have a surface that produces blurred reflections of anything around it, that means just the same, it has enough imperfections in the surface to filter and blur anythings that's behind it.

That is unless of course you have a never-been-seen two distinct films on top of each other with varying properties. Lke seethru carpaint?

In the same way if you have glancing angles (falloff) in your reflections to mask, its reverse shall be in the refraction..
