setback is the space between lot lines and building lines so pwedeng kasama na ang parking as long as open space naman ang parking lot. you can always refer to the nbc however, it may also depend on the local building regulations or codes like if the mall is located on urban or rural area, or if it is located along the major thoroughfare on not. sometimes setbacks depends also on the scope and size of the project imho. hth.

Depende yan sa road mo kung anong klase, pwede kang malapit sa road pero mas ideal kung ilayo mo para meron kang magandang sidewalk at dropoff. Pero kung setback ang pinaguusapan, usually ang road ang magdidictate. Pero minsan nasa city din kung meron certain rules about that. Para safe, lagyan mo nalang ng parking sa harap.
