You can create DOF effect from ZDEPTH render element. Set min. and max., min= fokus max=area DOF.
For Fog+Rol, recolor all object : diffuse = black > create gizmo for fog > create any direct light as ROL. The Angle of Direct light must same with vray sun angle.
