The problem is you're blurring the upper part and the lower part at the same time to fake the dof, unfortunately the design of the structure isn't suitable. Now, you have two areas that look focused, the far buildings and the vertical wall in front. That won't happen in real life.
If you have rendered a zdepth pass you can use that as a mask for an adjustment layer with gaussian blur, you don't need any outside plugins in PS to do that.
