Hi sir, I think there are 3 ways to do it,
here I made some sample hope it may help you.
1. blend material:
use this as your main conc. material
in 3D white means yes, black means no, it can be applied to displacements, masking
mask texture I made in photoshop
note: you can use different channel on your mask to change your dirt scaling
2. UVW unwrapping technique
3. last is you can do it in post-work using photoshop
